1994 when it ratified the Programme of Action adopted at the Salamanca conference, exclusion from
education persists thirty years later. Clasquin-Johnson, M.G. & Johnson, E. (2025). Training South

disabilities are out of school entirely in 2024. In your essay, you should identify and discuss the
barriers to the effective implementation of inclusive education. Question 3 – Recommendations To Overcome The Barriers And Strengthen Inclusive
Education
3. Many researchers have offered recommendations for strengthening inclusive education from
an Afrocentric perspective to reflect the changing paradigms in inclusive education practices in
South Africa. Provide your in-depth analysis of these recommendations. Include the key
teaching strategies, such as Universal Design for Learning, on which teachers will be trained. Question 4: A Strategic Implementation Plan To Strengthen Inclusive Education
One of the main reasons why White Paper 6 on inclusive education (Department of Education, 2001)
has failed is that an implementation plan was never developed to translate the policy into ACTION. In
your new role, you must correct this oversight by creating a 5-year action plan for all levels of
government, namely national, provincial, and district levels. Download an action plan template and
complete it.
Here are two examples, but you can design your own template:

researchers published since 2020 and must include ALL education stakeholders. Question 5 – Resourcing Your Action Plan
5. Develop clear guidelines for how you will resource your action plan. Include both human and
material resources. Your response should address resources at all levels, including national,
