1. Introduction

Golden Moon Shopping Mall (GMSM) is experiencing security problems and runs the risk of
going bankrupt if workable security solutions are not found. GMSM is about 40 000 squaremetres in size. It has four main entrances and accommodates approximately 100
shops/tenants, excluding the three main shops and four major banks. GMSM is a three-star-rated shopping mall and is the only such mall in a radius of 15 kilometres.

2. Background

GMSM is situated in the south of Johannesburg and is within walking distance from an informal
settlement called Ekasi, which has been there since the apartheid years. The area is veryproblematic since residents of Ekasi regularly stage protest actions against poor servicedelivery. There have been several attempts to move the people out of the area to boost the
