2.1 The nature of media and communication policy: [20 marks:500 words]
Read the Broadband Policy for South Africa.
You are expected to read this policy along with your study materials to answer the questions that follow
2.1.1 Provide your own overview of what the Broadband Policy is all about in a paragraph. Cite the policy as a source consulted (4 marks).
2.1.2 Define policy as a process and indicate what problem the Broadband Policy seeks to address. Your answer should be able to demonstrate how the new media or internet is presenting new challenges to the policymakers. (6 marks)
2.1.3 What stage of the policy cycle do you think the Broadband Policy is currently at? You need to conduct your own research in order to determine the stage of the policy. (5 marks)
2.1.4 Identify and discuss the phase of communication policy paradigm that encompasses the Broadband Policy. (5 marks)
3 REPRESENTATION
3.1 News as representation [20 marks:375 words]
Write an argumentative essay in which you discuss how news ‘flows’ along certain channels, which contain ‘gates’ where media personnel make decisions on how they perceive and reconstruct news before news appears in the media (Fourie 2008: 237). Give at least two examples of where the media make use of gatekeeping. Examples need to be from 2020 or after. 3.2 Media and terrorism [20 marks: 500 words]
Students are required to select a newspaper or online article (2020 to present) dealing with terrorist activity in any part of the world to discuss four possible media needs of terrorists with practical examples from your selected article.
3.2.1 A summary of the terrorist news event (what your selected article entails). Your summary should answer the 5WS (what, who, where, when, why and how).
You also need to cite the news article correctly. Attach the news story as an addendum. (4 marks = 100 words)
3.2.2 Discuss four possible media needs of terrorists with practical examples from your selected article. Remember to reference both the theoretical discussion as well as the practical examples from the article – refer to Tutorial Letter CMNALLE/301. (16 marks = 400 words).

Race relations remain critical to South Africa as a nation and community. Write an essay on the issues raised in Zapiro’s cartoon above [10]. Also reflect on how the both social and mainstream media have been a central player in debates around race relations in South Africa [6]. Use existing reported examples to strengthen your answer [4].
